Job Title: Inpatient Pharmacist - Army Medical Center
Job Description: The contract pharmacist shall perform all procedures commonly performed by a Pharmacist. These shall be essentially the same duties as those required of any Medical Corps Officer or government civil service pharmacist of similar experience and in similar duty assignments. Other duties shall consist of, but are not limited to, the following:

The pharmacist will perform a full range of pharmaceutical services independently, without technical direction or review, under the general administrative supervision of the Chief, Pharmacy Department, WBAMC, to include being available for emergency callback service and using government furnished facilities, equipment, and supplies.

The pharmacist will monitor patients on multiple drug therapy regimens for drug interactions, perform drug usage evaluations, and perform audits of controlled substances.

The pharmacist will direct the performances of pharmacy technicians and other government employees assigned to him during the performance of his duties. The pharmacist will perform limited administrative duties that include maintaining statistical records of workload, generating drug utilization reports, providing drug information and discharge counseling, preparing documentation, overseeing the ordering of supplies, ensuring efficient inventory control, maintaining patient profiles, and participating in pharmacy education programs and command quality assurance functions.

The pharmacist will perform the following functions and estimated monthly workload. This list is not intended to establish either a maximum or minimum acceptable level or be an all-inclusive listing of anticipated procedures. Rather, it is a sampling of functions in keeping with standards of pharmacy practice. The pharmacist’s productivity is expected to be comparable with other assigned pharmacists.

Attendance at administrative service boards and committee attendance will not exceed six hours per month. Related drug research will require at least 12 hours per month but will not exceed 48 hours per month.

Specific Tasks. Contract pharmacist will

Exercise latitude within his/her professional specialty and license and adhere to U.S. Army regulations, Medical Command regulations, WBAMC regulations, and federal, Texas state, and local laws.

Perform the full range of duties that includes receiving, preparing, checking for accuracy and dispensing both prescriptions and medication orders. The pharmacist affirms authenticity and authority of prescribed medications and screens for medication interactions and medication allergies. The pharmacist will contact the prescribing physician or the physician’s supervisor in situations involving illegible, ambiguous, or potentially dangerous prescriptions or questions on the propriety of medications.

Inform patients of proper medication dosage, side effects, potential reactions, and the proper storage and use of medications. The pharmacist will receive phone calls from physicians and patients and provide them with information on medication availability, comparative medications in a therapeutic category, therapeutic alternatives, and policies concerning prescribing and dispensing medications.

Dispense and record inventory data for controlled substances and participate in controlled substances inventory procedures, conduct controlled substances audits, and assure accurate accountability.

Provide information and guidance to the pharmacy staff concerning medical terminology, dosage, poison control information, labeling, etc. The pharmacist will compound, mix, and otherwise prepare medications that require formulation, dilution, or mixing prior to dispensing.

Attend in-service education and training provided by the government on the same basis as other staff pharmacists during scheduled work hours.

Monitor dispensing of pharmaceuticals and detect trends in prescribing patterns to determine therapeutic and economic appropriateness.

Recommend items to be stocked based on their pharmacoeconomic value and clinical benefit.

Review patient profiles for therapeutic appropriateness.

Seek advice of consultants when appropriate.

Utilize paraprofessionalstaff as appropriate

Respond to cardiopulmonary arrest as appropriate

Advise the pharmacy chief of any problems encountered or anticipated in connection with meeting the needs of patients treated. Continuing problems of any nature shall be reported by the contractor in writing to the COR.

Refer all requests for patient/hospital information that cannot be handled by Pharmacy management personnel to the Patient Administration Division (PAD). After normal duty hours, requests should be referred to the Administrative Officer of the Day (AOD) or appropriate authorized personnel. Neither the contractor nor the contract pharmacist shall release medical information without prior coordination with the PAD/AOD.

Additional Information: QUALIFICATIONS. Contract pharmacist shall

Possess a Baccalaureate Degree from a U.S. accredited College of Pharmacy.

Current license to practice pharmacy in any of the fifty United States, Puerto Rico, or the U.S. Virgin Islands. Renewal of the pharmacist’s license on a continual basis as dictated by the state’s licensing board is required and shall be at the contractor’s expense.

Meet any continuing pharmaceutical education requirements that maintain skills and knowledge in pharmacy.

Have and maintain current certification in Basic Cardiac Life Support (BCLS). Such certification must state that it is specifically for “healthcare providers”.

Be able to read, write and speak English well enough to effectively communicate with all patients and medical treatment facility (MTF) staff.

Possess U.S. citizenship (contractor shall verify and maintain a copy of birth certificate or naturalization papers). Legal aliens who possess a green card, who are in compliance with U.S. Immigration Laws, and who can provide documented proof of having completed a thorough background check by a United States federal agency may perform these contracted services. No alien who is in violation of the immigration laws of the United States shall be allowed to perform these contracted services. In addition, the government shall not be held liable for not allowing performance under this delivery order by a contract employee who fails to comply with, or maintain, the citizenship of legal alien status requirements stated herein.

Crime Control Act of 1990. Performance under this contract must be within full compliance with the Crime Control Act of 1990 and Department of Defense Instruction 1402.5, dated 19 January 1993. All contract pharmacists having access to government computer systems and/or who provide care to children ages 17 and under are required to complete the Standard Form 85-P, Questionnaire for Public Trust Position. Background investigations resulting in findings other than favorable will result in immediate termination of the contract pharmacist. Background checks will be based on fingerprints of individuals obtained by the MTF security manager and inquiries will be made, based on the Standard Form 85-P completed by the contract pharmacist though, the Federal Bureau of Investigation and state criminal history repositories.
